All fees or charges for use of said facilities <br />, shall be fixed from time to time by the City and Operator shall <br /> collect such of those fees and charges as it is from time <br /> to time directed so to do by the City through the City <br /> Manager and shall not permit any motor vehicle to be parked <br /> in any said facility without charge except on the express <br /> direction of the City. <br />
