Section 17 . That the Company shall maintain an office <br /> within the City, which office shall be open during all usual <br /> business hours, shall have a listed telephone, shall be so <br /> operated that complaints and requests for repair or adjustment may <br /> be received at any time. <br /> Section 18 . That the Company shall, where agreement <br /> can be made with others within the City, which others use poles , <br /> towers , or conduit, use existing poles, towers or conduits or <br /> other facilities of said others wherever possible, and it shall <br /> be the sole responsibility of the Company to negotiate and <br /> make any and all contracts with the owners of such facilities to <br /> secure the use thereof, it being the express intention of the <br /> City that the number of new or additional poles, towers or <br /> conduits constructed or erected by the Company under the <br /> provisions of this Ordinance be kept at a minimum, but to the <br /> extent the Company is unable to contract with others for the <br /> use of existing facilities , it may erect such facilities as may be <br /> required. <br /> Section 19 . That all poles , conductors , conduits and <br /> apparatus erected or placed under this grant shall be located <br /> in streets or alleys whenever practicable so to do, and shall be <br /> so located, whether in streets, alleys , avenues, bridges or <br /> other public places, as not to interfere unnecessarily with <br /> travel on such streets , alleys , avenues, bridges or other <br /> public places , and shall be erected and placed under such <br />
