This right-of-way 'i <br /> is now overgrown in trees and brush to the point that the area <br /> makes an ideal buffer screen between the industrial uses to the <br /> west and the residential uses to the eas�. <br /> � It is staff' s opinion that encouragement of expanding the <br /> M-1 zone into the residential a=ea would have very detrimental <br /> effects on the stability of the residential neighborhood and would <br /> be incompatible with the intent of the Comprehensive Plan. <br /> Van Dyke, being a minor residential street, is the only improved <br /> accessway to the property. <br /> The possibility of having heavy industrial trucks and equipment <br /> traversing this street, as wel.l as Sawyer and other residential <br /> streets in the neighborhood, would also be a detriment to the <br /> residential character of the neighborhood. <br /> Therefore, staff recommends denial of the entire M-1 portion <br /> of the petition. <br /> It was moved and seconded (Grossman/Foster) that Cal . No. 80-8 <br /> be recommended for denial to City Council. A vote was taken, with <br /> Mayberry, Grossman, Likins, woodward, Wilmeth, Martin, Foster and <br /> Cusick voting for recemmending denial and King and Batterham abstaining. <br /> Cal. No. 80-39 Petition of Decatur Housing Authority to rezone <br /> certain tracts of land generally located east <br /> of and contiguous to North Poole Street between <br /> West Division Street and West Waggoner Street <br /> from R-3 Single Family District to R-5 Two <br /> Family Residence District, and including a <br /> Residence Develo ment Plan. <br />
