The <br /> plan is consistent with the requirements of the Zoning Ordinance <br /> and will be housing for the elderly. Mr. Record asked Mr. Alpi, <br /> the architect, to show the plans that have been submitted <br /> to HUD for approval. <br /> Mr. Alpi said the property would consist of eight buildings <br /> with five one-bedroom apartments each. They would be one-story <br /> with brick veneer and similarly styled with buildings in the <br /> neighborhood, so that they would blend in. Each apartment would <br /> have laundry facilities, parking lot, and one parking space per <br /> building, as they have found that is more than sufficient. There <br /> will be a small concrete patio and extensive landscaping. Eventually <br /> there will be a community room, a small activities room. <br /> Currently Poole Street is paved and has curb and gutter. The <br /> street will be upgraded. There will be new sidewalks and the <br /> sidewalks will be extended along Center Street. A storm drainage <br /> system is going to be installed in the neighborhood, as there has <br /> been quite a problem there. All water from the site will drain <br /> into the parking area, run through an underground storm sewer. The <br /> area of the site has been regarded over the years. Much <br /> natural drainage has been destroyed. In accordance with the - <br /> City staff' s recommendations, all of the sanitary sewer that runs down <br /> Maple Street. This is to help eliminate any problems that may <br /> occur because of the Poole Street system. As to the parking, <br /> Fred Krows has found that only one out of three elderly residents <br /> has a car. One parking space per unit is adequate. Another thing, <br /> on the drainage, he didn't know that the present terrain <br /> was adequate. They were asking for permission to regrade it. <br /> Fred Krows, executive director of the Decatur Housing Authority, <br /> stated that the facility is for the dlerly or handicapped persons <br /> of at least 55 years of age. The vast majority will be single <br /> tenants in their 70 ' s and upwards. <br /> There were no objectors present. <br /> Staff recommendations : Mr. Menzies stated that currently the <br /> site is zoned R-3 and the proposed zoning is for R-5 with a Residence <br /> Development Plan included which proposes 40 elderly housing units <br /> with five units to a building in the area bounded by �dagsoner <br /> Street on the South and Division Street on the north.
