by the contractor. When traffic congestion occurs in spite of <br /> all precautions , the contractor shall be responsible for request- <br /> ing police assistance by calling the Police Department. <br /> On main thoroughfares and in congested districts , sufficient <br /> traffic lanes shall be kept open at all times to permit sub- <br /> stantially normal traffic. Unless this can be accomplished, <br /> work shall be done only during the period between 9 :00 A.M. and <br /> 4 :00 P.M. or between midnight and 7 :00 A.M. as the Director of <br /> Public Works may designate. <br /> In case of an emergency occurring in any important <br /> thoroughfare, the permittee must notify the Police Department <br /> and the Fire Department, immediately. <br /> When excavation work requires a street closure, the <br /> , contractor shall notify the Engineering Division secretary at <br /> least 24 hours in advance of the intended closure. <br /> 7. RESTORATION PROCEDURES <br /> The City reserves the right to .restore pavements in any <br /> and all cases. No permittee may make any permanent restoration, <br /> partial or complete, unless specific permission has been given <br /> by the Director of Public Works. <br /> When an opening lies on a paved surface or traveled roadway, <br /> the permittee shall provide a temporary bituminous concrete <br /> surface as specified under "BACKFILLING" . <br /> When permission to make permanent restoration has been <br /> granted to the permittee, and when the backfill procedure is <br /> satisfactorily followed, permittee may elect to perform <br /> permanent restoration immediately, in which case no temporary <br /> restoration will be required. <br /> All asphalt mixtures used shall correspond to one of the <br /> mixtures specified in the latest edition of the Standard <br /> � Specifications of Road and Bridge Construction prepared by the <br /> Department of Transportation of the State of Illinois. <br /> Rolling will be required for all openings. <br /> Extreme care shall be taken in opening concrete pavements <br /> to prevent damage to the adjoining pavement. Unless specific <br /> approval is obtained from the Director of Public Works, pavement <br /> shall be opened with the use of pneumatic drills outlining the <br /> cut, followed by the use of paving breakers. <br />
