(Cari Walker) Proposal R1-16-127 <br /> Dear Mr. Newell: <br /> Carl Walker is pleased to present this proposal to reduce the scope of the work in the Parking Garages B <br /> & C Structural Improvements construction documents (City Project 2015-13) to be within allotted funding <br /> limit. This proposal includes the additional scope of the following engineering services: a revision and <br /> update of the Constructions Documents and assisting through a Bidding Process. The original scope for <br /> our Construction Administration Services remains the same, and had not incurred a cost. <br /> PROJECT UNDERSTANDING <br /> The City of Decatur, Illinois maintains two downtown parking garages: <br /> Garage B: (1966) located at the corner of E. North St. and N. Water St., 4 level cast-in-place <br /> concrete slab on concrete-encased steel girders and columns, approximately 180,000 sf of <br /> supported floor area, 681 parking stalls. <br /> Garage C: (1966) located at the corner of E. Main St. and S. Franklin St., 2 level cast-in-place <br /> concrete slab on steel beams and columns, approximately 130,000 sf of supported floor area, 773 <br /> parking stalls. <br /> In August, 2015, Carl Walker performed a condition assessment of the two garages (final report issued <br /> October 18, 2015). We found both structures to be in reasonably good, serviceable condition. Past repair <br /> efforts have preserved and protected the structures reasonably well. However, we observed concrete <br /> distress and waterproofing nearing the end of its anticipated service life that require repair to extend the <br /> life of the garages. Our report projected approximately $1,150,000 of needed repairs over the next five <br /> years to address ongoing deterioration and renewal of waterproofing systems. <br /> A repair package was developed and solicited for bids.
