Section 8. Whenever any vehicle shall have been parked or <br /> left standing in violation of any provision hereof, any person or <br /> entity named as registered owner thereof shall be prima facie respon- <br /> sible for such violation and subject to the penalty therefor. <br /> Section 9 . That the City Manager be, and he is hereby <br /> authorized and directed to promulgate such rules and regulations <br /> and take such actions as may be deemed by him to be reasonable and <br /> desirable to carry out the intent and purpose hereof. <br /> Section 10 .
