The testing procedure to be followed is that which is provided for in the Recommend�d Practices on Underground Leakage Of Flammable and Combustible Liq ids promulgated and published in the National Fire Codes of the Natio al Fire Protection Association as N.F.P.A. No. 329 , 1977. Transfe of flammable liquids shall be made into such a tank only when the sa�me has been certified by said Department to have been properly and successfully tested on a date within three years of the delive of said tank from the manufacturer. No such transfer shall be made i to a tank which has been found defective and is so posted by sa'd Department. If the owner or operator of such a tank is no ified that the same is defective, said owner or operator shall wit out delay cause the tank to be voided of liquid and shall cease use and operation of the same until the same is made non-defec ive. The failure to repair a defective tank within ninety (90) days from such notification shall constitute an abandonment thereo�, and such abandoned tanks are hereby declared nuisances and ma be abated as such. 18. Permission shall be o tained from the fire official to remove, abandon, place "tempo.�arily out of service" , or otherwise dispose of any flammable or combustible liquid tank. Tanks "temporarily out of service" shall have the fuel lines, gauge opening and pump connection secured against tampering. Vent lines shall remain open and be maintained in accordance with the requirements of the Fire Prevention Code for vent lines . Any tank not used for a period of ninety (90) days shall be properly safeguarded or removed in a manner approved by the fire official. A.ny tank which has been abandoned for a period of more th n one year shall be removed from �
