15. No person, firm, corp�ration or other entity shall keep, <br /> store, transport, transfer, sel , deliver or use within the corporate <br /> limits of the City of Decatur, ny petroleum product, gasoline, <br /> volatile oils , or other volatil combustibles or compounds <br /> in such a manner or under such �ircumstances as to jeopardize <br /> life or property, or in violati n of any provisions of City Code, <br /> Fire Prevention Code or State o Illinois Rule and Regulations for <br /> Flammable and Combustible Liqui s. <br /> 16 . The driver or operato or attendant of any tank vehicle <br /> whenever transferring Class I t II flammable liquids to or <br /> from such vehicle shall remain utside the same and in constant <br /> attendanoe thereat at all times uring such operation. No person <br /> shall carry or possess any igni ed, smoking, smoldering or <br /> flammable substance in the vici ity of such operation or expose <br /> the same to open flame, during t�he course thereof. Tanks of <br /> delivering vehicles and of stora�ge tanks or marketing or <br /> servicing stations shall be so e uipped as to permit the same to be <br /> a � revent the esca e of li uid other <br /> connected in such a manner s to p p q <br /> than into the tanks being filled. No delivery or transfer of Class <br /> I or II flammable liquid into the tanks of marketing or service <br /> stations shall be made except through such a connection as required <br /> hereby. During the making and breaking of connections , the motors <br /> of delivering vehicles shall be '�shut down. <br /> 17. Underground flammable Iliquid storage tanks shall be <br /> maintained as to sustain a pressure of not less than 5 pounds <br /> per square inch of either hydros�tatic or air pressure upon <br /> the testing thereof.
