The Electrical Commission shall issue an appropriate <br /> - .certification evidencing the registration of such electrical contractor <br /> which registration shall be effective from November 1 of each year <br /> through October 31 of the calendar year next following, and no <br /> person having been registered as an electrical contractor shall <br /> install, repair, alter or engage in the business of such electrical <br /> contractor after the expiration of his registration thereas or after <br /> such registration shall have been suspended or revoked as in this <br /> ordinance provided or shall the Inspection Division issue any permit <br /> authorizing work to be done by any contractor whose registration has <br /> expired or has been so terminated. <br /> Section 12. A certificate of registration or the privileges <br /> attendant upon registration as an electrical contractor shall not <br /> be loaned, rented or transferred and registration and such privileges <br /> may be suspended or revoked by the City Council upon recommendation <br /> of the Electrical Commission for violation of the provisions of this <br /> ordinance or for the failure or refusal of the registrant to comply <br /> with the provisions of this ordinance or the rules and regulations <br /> promulgated hereunder or the provisions of said code adopted hereby. <br /> Section 13. Any person, firm or corporation that violates any <br /> provision hereof shall upon conviction be fined not to exceed <br /> $500 .00 . <br /> Section 14 . Ordinances Nos. 4131, 4148 , 4697, 5134 , 5737, 5784 , <br /> 6030 , 7154 , 77-105 and 77-168 are hereby repeaZed. <br /> Section 15.
