Notwithstanding any other provision hereof, appliances <br /> and apparatus for utilization of electricity for space heating without <br /> the use of duct work ma be installed, upon the requisite permit being <br /> Y <br /> issued therefore, by either licensed heating, air conditioning and re- <br /> frigeration contractors, or by licensed electrical contractors . Furnaces, <br /> appliances and apparatus for utilization of electricity for space <br /> heating by the use of duct work may be installed by either such con- <br /> tractor, however, any such duct work shall be done only by licensed <br /> heating, air conditioning and refrigeration contractors upon the requi- <br /> site permit being issued for such electrical work. Air conditioning <br /> units shall be installed only by licensed heating, air conditioning <br /> and refrigeration contractors . Through the wall combination heating <br /> and air conditioning units may be installed by either such contractor. <br /> Furnaces, appliances and apparatus utilizing a source of energy other <br /> than electricity shall be installed only by licensed heating, air con- <br /> ditioning and refrigeration contractors, and all wiring and electrical <br /> connection and the like in connection therewith shall be done only by <br /> licensed electrical contractors. <br /> Section 14 . There is hereby created the Heating, Air Conditioning <br /> and Refrigeration Commission of the City of Decatur, Illinois which shall <br /> consist of seven members one of whom shall be the building official or <br /> an inspection diVision employee designated by him; one of whom shall be <br /> the Fire Chief or an officer of the Fire Department deisgnated by him; <br /> and five of whom shall be appointed by the Mayor with the advice and <br /> consent of the Council. Those members appointed by the Mayor originally <br /> shall be appointed respectively for a term of one for one year, two for <br /> two years and two for three years. Subsequent appointments shall be <br /> for a term of three years, said terms to commence the first day of <br /> September. Vacancies shall be filled by the Mayor with the adv�ce and <br /> consent of the Council for the unexpired terms . One of those members <br /> appointed by the Mayor shall be a contractor with at least five years <br /> experience in the installation and maintenance of steam and hot water <br /> boilers and accessory equipment used for heating; one such member shall <br /> be a contractor with at least five years experience in the installation <br /> and maintenance of coal , gas, oil or electrically� supplied residential <br /> heating systems; one such member shall be a contractor with at least <br /> five years experience in the installation and maintenance of re- <br /> frigeration systems; and two such members shall have qualifications other <br /> than those mentioned herein which the Mayor may deem appropriate for <br /> service as such commissioners. <br /> Section 15 . The Commission shall promulgate and adopt such ne- <br /> cessary reasonable rules and regulations not inconsistent with statute, <br /> code or ordinance as may be required to carry out the purposes and intent <br /> of this ordinance and its duties and responsibilities under the pro- <br /> visions thereof and shall keep a record of such rules and regulations <br /> along with minutes of all its acts and doings. <br />
