r <br /> and the acquisition and construetion of such improvements con- <br /> stitutes a Pro�ect within the meaning of the Enabling Ordinance <br /> and will be of the character and aecomplish the purposes pro- <br /> vided for in the Enabling Ordinance, and the Municipality is <br /> willing to issue its Hospital Facility Revenue Bonds to pay the <br /> Pro�ect Costs (as defined in the Enabling Ordinance) of the <br /> Project; and <br /> WHEREAS, in order to provide for the payment of such <br /> ' Project Costs, it is necessary and in the interest of the Munici- <br /> pality to authorize the issuanee of $8 ,085 ,000 Hospital Facility <br /> Revenue Bonds , Series 1978 (St. Mary' s Hospital, Decatur, Project) , <br /> dated September 1, 1978 (the "Bonds" ) , for the purpose of paying <br /> the Project Costs as defined in the Enabling Ordinance, and the <br /> same is a matter pertaining to the government and affairs of the <br /> Municipality; and <br /> WHEREAS , Merrill Lynch, Pierce, Fenner & Smith Incorpo- <br /> rated and other underwriters (the "Underwriters") have offered to <br /> purchase the Bonds at a price aceeptable to the Municipality and <br /> the Hospital, and in order to provide for the issuance of the Bonds <br /> it is necessary for the Municipality to authorize the execution of <br /> the following described documents in substantially the forms before <br /> this meeting: <br /> ( 1) A Mortgage and Security Agreement dated as of <br /> September 1, 1978 , between the Municipality and the Hospital <br /> (the "Mortgage" ) ; <br /> (2) A Trust Indenture dated as of September 1, 1978 , <br /> between the Municipality and The Millikin National Bank of Decatur, <br /> -2- <br />
