ORDIIvANC� N0. g � l � <br /> ORDINANCE REGULP.TING FLOOD H�ZARD AREAS <br /> WHEREAS , upon due notice the Decatur City Plan Commission he�d <br /> a public hearing on Apri? 6 , 1978, on petition of the Director of <br /> Community �evelopment to adopt regulations required for participation <br /> in the National Flood Insurance Program; and, <br /> WFiEREAS , the Plan Commission did recommend that the prayer of <br /> said getition be granted and said regulations be adopted. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1 . That the report and reconunendation of the Decatur <br /> City Plan Commission be, and it is hereby, received, placed on file <br /> an d app ro ved. <br /> Section 2. Definitions. The following words shall have the <br /> meanings set out for each: <br /> 2 . 1 Devel.opment. Any man-made change to reai estate, <br /> whether improved or unimproved, including but not limited <br /> to construction of or substantial improvement to buildings <br /> or other structures, the placement of mobile homes , mining, <br /> dredging, filling, grading, paving, excavating or drilZing <br /> operations. <br /> 2. 2 Flood or Flooding. A general and temporary <br /> condition of partial or complete inundation of normally dry <br /> land areas from the over flow of inland waters, or unusual <br /> and rapid accumulation of runoff of surface water from <br /> any source. <br /> 2 . 3 Flood Plain. Any land area susceptible to being <br /> inundated by water from any source. <br /> 2 . 4 Floodway. The channel of a river or other water course <br /> and the adjacent land areas that must be reserved in order to <br /> discharge the base flood without cumulatively increasing the <br /> water surface elevation. <br /> 2 . 5 Base Flood. The flood having a one percent chance <br /> of being equalled or exceeded in any given year. Such is <br /> also known as the 100 year flood. <br /> 2 . 6 Base flood elevat�on . The elevation in rel�tior_ <br /> to mean sea level of the crest of the base flood. <br />
