A walled or• roofed building, a gas <br /> . . or liquid storage tank, that is principally above ground, <br /> a mobile home, or a prefabricated building. <br /> 2 . 8 Mobile Home. A struct•sre transpor*able in one <br /> - or more sections which is built on a permanent chassis and <br /> designed to be used with or without a permanent foundation when <br /> connectez to required utilities. Such does not include <br /> recreational vehicles or travel trailers. <br /> 2. 9 Substantial improvement. Any repair, reconstruction , <br /> or improvement of a structure the cost of which equals or <br /> exceeds one half of the market value of the structure <br /> either before the improvement or repair is started, <br /> or if the structure has been damaged and is being restored, <br /> before the damage occurred. The term does not include any <br /> project for improvement of a structure to comply wi�..h existing <br /> state or local health, safety or sanitary code provisions <br /> which are solely necessary to assure safe living conditions, <br /> or any alteration of a structure or site documented as deserving <br /> preservation by the Illinois Department of Conservation or is <br /> listed in the National Register of Historic Places. <br /> 2. 10 Water Course. A river, stream or channel wherein <br /> surface water uniformly follows a definite course within <br /> reasonab].e limits as to width and including all banks, <br /> beds and waters connected with , adjacent, .and leading thereto. <br /> Section 3. Designation of Hazard Areas. Attached hereto and <br /> made a part hereof collectively marked Exhibit A are Flood Insurance <br /> Rate Maps bearing n�nber 170429 prepared by or for the Federal <br /> Insurance Administration. Those areas of the City shown in any <br /> Zone A, whether followed by a number or not, are designated flood <br /> hazard areas which said areas are found to be susceptible to the <br /> base flood. <br /> Section 4 . Hazard Area Data. Attached hereto and made a part <br /> hereof marked yxhbit B is the Flood Insurance Study of the City <br /> published by the Federal Insurance Administration. The data therein <br /> is hereby adopted and made applicable to the affected areas of the <br /> City. <br /> Section 5 . Permits . No construction, substantial improvement, <br /> subdivision of land, placement of a mobile home or other development <br /> shall be commenced or continued in any Zone A except in compliance <br /> with the provisions hereof and the:� only after a permit for the same has <br /> been obtained from the Building Official upon showing that all per*nits <br /> required by applicable State or Federal law or regulation have been <br /> obtained or that none are required. Application for permits shall <br /> be upor. forms furnished by the Building Official requiring such <br /> information, elevations and certification as �o permit enforcement of <br /> the provisions hereof and to show that the permittec� activity would be <br /> reasonably safe from flood damage, and would comply with the previsions <br /> he�eof. <br />
