CHAPTER 1 <br /> GENERAL PROVISIONS <br /> 1-1. This Ordinance shall be known and may be cited and referred <br /> to as the Personnel Ordinance of the City of Decatur. <br /> 1-2 . The purpose of this ordinance is to better serve the public <br /> through an efficient system of personnel administration that is <br /> both fair and understandable to the employee. The fundamental ob- <br /> jectives of this ordinance are: <br /> (a) To promote and increase economy and efficiency in the <br /> City service; <br /> (b) To establish a system of personnel administration for <br /> the City service based on the principles of inerit, demonstrated <br /> ability, and equitable grounds governing the appointment, promo- ' <br /> tion, transfer, layoff, discipline, and removal of its super- ' <br /> visors and employees; ' <br /> (c) To provide an equal opportunity to all qualified people ' <br /> to enter the City service on the basis of demonstrated merit and <br /> fitness; <br /> (d) To develop a program of recruitment, appointment, train- ' <br /> ing and advancement that will make a career in the City service <br /> attractive to people who possess ability, integrity, and dedica- <br /> tion to public service. <br /> 1-3 . As a member of the public service, a public employee con- <br /> ducts himself, both on and off the job, in a manner which will <br /> bring credit upon the service. Proper employee conduct includes <br /> but is not limited to: <br /> (a) Carefully following work schedules; <br /> (b) Properly using city supplies, property and equipment <br /> only for municipal purposes; <br /> (c) Following departmental procedures and rules and obeying <br /> city ordinances and state laws; <br /> (d) Diligently performing assigned duties; <br /> (e) Reasonably regulating personal affairs and finances so <br /> as not to discredit himself or the public service; <br /> (f) Declining gifts, tips or gratuities of any kind for <br /> public service to any group, organization, individual, or busi- <br /> ness firm; <br /> (g) Using his public position for public service and not <br /> personal gain; <br />
