-5- � SECTIOti I4: BE IT FUR`THER ORUAINEU in all proceedings for the taking or damaging of property and for the assessing, levying and collecting of said Special Assessments herein provided for, and for each and every installment thereofi and for the letting of , the contract for said improvement , and for the payment of the work and materials, all, each and every proceeding shall accord witfi_ and he governed by an act of the General Assembly of Illinois , entitled , "Local Improvements", being Ch.apter 24 Illinois Revised Statutes Article 9, and all acts amendatory thereof . SECTION 15 : BE IT FURTHER ORDAINED that management of said improvement shall be under the general supervision of the Board of Local Improvements of the City of Decatur,, Illinois . SECTION 16 : BE IT FURTHER ORDAINED that the Corporation Counsel and Special Counsel to the City of Decatur be and they are hereby authorized and directed to file a Petition in the Circuit , Court of Macon County, Illinois , in th.e name o-f the City of Decatur, I Illinois , praying that steps may be taken to ascertain the compensation , to be made for private property to be taken or damaged for such improvement , and for the purposes specified in this ordinance, and to ascertain what property will be benefited b.y such improvement and the amount of such benefit to be levied for such improvement in accordance with the provisions of this ordinance and in the manner prescribed hy law, SECTION 17 : BE IT FURTHER ORDAINED that for the purpose of anticipating the collection of th.e second and suceeding installments of said Special Assessment for said improvement, the said City of Decatur , Illinois , shall issue Vouchers and/or bonds payable out of said installments , bearing interest at the rate of 7% per annum, payable when collected , and signed by the Mayor and city clerk of said City , under the Corporate Seal of the said City of Decatur , Illinois ; said vouchers and/or bonds to be issued in accordance with and conforming in all respects to the provisions of Article 9 of the act above referred to .
