. -� <br /> . ; , <br /> ` ���O�iI.MED <br /> . #.,- <br /> ".1 ORDINANCE N0. - �5 � <br /> ORDINANCE ESTABLISHING MERIT BASED PAY PLAN <br /> FOR CERTAIN OFFICERS AND EMPLOYEES <br /> WHEREAS, the Council has determined that is is necessary and <br /> desirable to the best interests of the City, and in furtherance of <br /> the� improvement of the government and affairs thereof, that a classi- <br /> fication and salary structure reflecting both current needs and con- <br /> tinuing objectives be developed and maintained regarding City offi- <br /> cers and those City employees in positions with managerial and ad- <br /> ministrative duties and responsibilities; and <br /> WHEREAS, the Council did retain the services of Booz, Allen & <br /> Hamilton, Inc. , P4anagement Consultants, to study, analyze and re- <br /> port its recommendations with regard to said subject; and <br /> WHEREAS, the work of said consultant in cooperation with mem- <br /> bers of Council and staff has been completed and such program is <br /> ready to be implemented; � <br /> NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS : <br /> Secti�n 1. That the report and recommendation of Booz , Allen & <br /> Hamilton, Inc. , dated June 6 , 1977, entitled "Report on P�Ianagement <br /> Pay Plan Study" be, and the same is hereby , received, placed on <br /> file and approved. <br /> Section 2 . That it be, and it is hereby, determined and de- <br /> clared to be the basic philosophy and policy of the City of Decatur, <br /> Illinois, as follows : <br /> (a) To be able to attract, develop, motivate and retain <br /> highly qualified staff for administrative positions <br /> approved by the Council a comprehensive program is <br /> needed and is hereby established which includes : <br /> 1. A position classification system which differ- <br /> entiates the relative importance of said positions <br /> on the basis of complexity of problems faced; <br /> knowledge and skills required; administrative <br /> responsibility involved; interr.al and external <br /> working relationships required; and, degree of <br /> financial responsibility assigned. <br /> 2 . A compensation system which is internally equita- <br /> ble and generally competitive with prevailing <br /> wage rates in relevant markets , and recognizes <br /> that compensation is composed of both salary <br /> and benefits. <br />
