Total prepayment of all deferred installments by a single payment shall reduce the difference between the total payment by installments and the base single payment, depending on when so paid, as follows : Percentage Time of Payment of Reduction Within 90 days of permit date 100� After 90 days of permit date and before lst installment due date 90� Between due dates of lst and 2nd installments 70� Between due dates of 2nd and 3rd installments 50� Between due dates of 3rd and 4th installments 30� Between due dates of 4th and 5th installments 10� 6 . If any connection is made with, or any such main or lateral is tapped, without the payment of the applicable connection charge as herein provided, or if any such connection charge, or installment thereof, is not timely paid upon the due date thereof, a delinquency notice may be directed to the owner or occupant of the premises served by the connection to which such charge is applicable, and unless such delinquent charge, or charges, is , or are, paid in full within ten (10) days of the date of such notice, the Water Department may turn off the supply of water to such service. Both delinquent payments and deferred installments shall be a lien upon the premises served by the service to which such payments or installments are applicable. 7. If the property to be served is not of uniform width, or there is an excessive distance between the main or lateral and the nearest lot line thereof, or the same is a large tract of land greatly exceeding the average size city lot, or other unusual circumstances exist, the Director of the Water Department may ascertain, in a manner equitable to both the City and the applicant for service, a connection charge based on other than the actual front foot measurement of such property, however, as to large tracts of land any permit issued upon a charge based upon less than the actual front foot measurement of the whole tract shall specifically describe that part thereof less than the whole for which such permit is issued, both permit and charge shall be for not less than fifty front feet, and for not less than all that part of the whole which comprises the yard thereof.
