If at any time a meter shall fail to accurately measure and register the amount of water passing through the same, the quantity of water used may be estimated as an amount equal to the average quantity theretofore furnished through the particular service during an equal period of time in the quarter or quarters last preceding such failure and during which such meter was measuring and registering correctly. There shall be no credit or deduction allowed by reason of the loss or leakage of water after the same has passed through a meter. 9 . Water services from the water system of the City are hereby c].assified as domestic quarterly services , domestic monthly services, non-domestic quarterly services and non-domestic monthly services. The term monthly as used in this chapter, unless some other meaning is clearly intended from the context in which the same is used, means a period of twenty-eight, twenty-nine, thirty or thirty-one days , as the case may be, whether the same commences or ends on the first day of a calendar month or otherwise. The term quarterly as used in this chapter, unless some other meaning is clearly intended from the context in which the same is used, means a period of days approximating the number of days which equals one quarter of a year and without regard to the day of the calendar month or day of the calendar year upon which such period of time commences.
