In addition to the povaer and authority to dischasqe or re- move or �uspend an officer or employee in the classif ied civil ser- vice of the C ity, the Civi1 SeYvice Commission �hall be, and it is hereby, empow�ered arid authoriaed to desaote, except that ao officer or emplc�yee in such serv3ce w�o is appointed under the rules and after examination may be demoted except for cause upon taritten charges and after an oppoYtuaity to be heard in his awn defense and otherwise in the same manner as is pronided for di�charge or renaral or suspension for a period of more than thizty days. 14. In additioa to the power and authority to demote for cause as provided in Sectioa 13 hereof, said Commission shall be, and it i� hereby, empo�rered and authorized to demote upon request of the offi- cer or employee in the classified service concurred in by the City Manager. Such request and coucuYrence shall be in writing filed with the Com�ission aad shall each specify the position to v�diich demotio� fs requested and concurYed in. The request shall be supported by ap- pearance before the Commission adlerein the same i� personally acknow- ledged by �uch officer or employee. 1S. Demotion, whether volnntary or iavoluutary as provided hereia, may be to any rank in the pronotional order below the position demoted from, if theYe is such an identifiable order. In the absence of such identifiable promotional order demotion shall be to a po�iticm of auit- able sctivity and re�ponsibilitq a� aay be deterained by the Commission upon consultatfon �vith the City Manager, provided that no demotion shall result in a transfer between departments except npon the concurrence in writir�g by the City Ma,nager. 16. If an employee oY officer in the classifiod service is deaoted to a position wherein a vacancy exists in tl�e authoYized r�umber of such position ou the effec#ive date of such demotion, such vacancy shall be filled ther.eby before certification and ap�point�eat fran any eligibility register for such po�itipn. If such an eapioyee or ofticer is deaoted to a po�ition w�erein t�o vacancy exists in the then authorized number thereog on the effective date of swch de�ticn, �a►id authorized number shall be without further action increased by one us�til the next �ucceed- i ing vacancy occurs theYein whereupon �vithc�ut further action said authorized nmibex shall be �educed by one, tiuless otherwise authorized bq the City Manager.
