An employee �o has been appointed in accordance with the pravisio�s of statute, ordinance and rule to a position in the classi- fied service and d1o, after expiration of the probationary period at- tached to said position, if any, i� subsequently appointed as author i- zed by and pursuant to the p�ovisions of law oY ordinance to an un� classified position or o�fice shall cont inue to occupy said clas�ified position with the duties of said unclassified position being substitu- ted for those of such classified position. Such persoa shall remain a member of, and said classified position �hall continue to be classified in, the department, force or service in wh3ch the same was classified at the time of such subsequent appointmerrt. Seniority and pension rights and civil service status shall ncrt be affected by appointment to an un- classified position and the time served therein shall conatitute credit- able service in said classified position. In lieu of the compensation and benefits authoriaed for said classified position and attached thereto, the benefits of aaid unclassifie d po�ition shall be substituted, �ether the �ame be c:onsidered to be lesser or greater, and shall b� considered t0 be authorized for and attached to that particnlar classified position continued to be occupie d as aforesaid. In the event of such an appoint- aent the authorized numbex of the affected classified po�ition, upon the direction of the City Manager, �ay be increased by one, in �hich case the vacancy resulting therefrom shall be filled as provided by law or ordi- nance. Upon resignation or removal from an uncla�sified po�it ion before the termination of occupancy of a classified position the substitution of duties, and of compensation and benefits, �hall cease. If at the time such substitution of duties ce�ases, there is a vacancy in the authorized numbex of the affected cla�sified position or if none is then extant upon the occexrrence of the fir�t vacancy thereafter, at the direction of the City Manager th� authorized rnamber thereof may be reduced by one and such vacancy eliminated without appoint�ent from any eligibility register. Dur- ing the continuance of substitution of duties as aforesaid, said clas�i- fied position may be modified, elininated or otheY wise affected the �a�e, and in the same manner, as if such substitution had not occurred, and an employee or officez may be suspended, demoted, or remov�d or discharged for cause from the classified service the sane, and in the saae manner, as if aaid substitution had not occurYed whether the basis thereof arises aut of or is connected with the snbstituted dutieg or otherwise. 18. Except as the prov3s3oas of S�ctions 13 through 17, inclusive, are applicable to the City Manager, the povaer and authority of the Civil Service Com�aission to malc� rules shall app].y thereto to carry c>ut the pur- pose and intent thereof, but no rule contrary to or in conflict arith said provision� shall be made.
