I5. Demo�ion, whether voluntary oY involuntary as provided herein, <br /> may be to any rank in the promotional order below the position c�emoted <br /> from, if there is such an identifiable order. In the absence of such <br /> identa.fiable promotiona3. oxder demotian shall be to a position af suit- <br /> able activity and responsib ility as may be determined by the Commission <br /> upon consu].tation with the City Manager, provided that no demotion shall <br /> result in a transfer between departments exce pt upon the cancurrence in <br /> writing by the City Managez. <br /> . 16. If an employee or otficer in the classified service is demoted <br /> to a po�ition wherein a vacancy exists in the authorize8 numbPr of su.ch <br /> positior� on the effective date of such demotion, such vacancy shall be <br /> filled thereby bcafor� certification and appointment from any eZigibility <br /> register for such positi.An.
