Operator shall make no alterations or additions to <br /> said facilities without obtaining the prior consent af City in writ- <br /> ing signed by the City Manager, and aIi said facilities, and all ap- <br /> purtenances thereto, presently located, or hereafter located in, or <br />, upon, said facili�ies whether affixed thereto or not are, and shall <br /> remain, or shall become, the property of the City. <br /> 3.
