' . . - 8 - SECTION 17: BE IT FURTHER ORDAINED that for the purpose of anticipating the collection of the second and succeeding installments of said Special Assessment for said improvement, the said City of Decatur, Illinois, shall issue Vouchers and/or bonds payable out of said installments, bearing interest at the rate of seven percent (7?'0) per annum, payable when collected, and signed by the Mayor and City Clerk of said City, under the Corporate Seal of the said City of Decatur, Illinois; said Vouchers and/or bonds to be issued in accordance with and conforming in al1 respects to the provisions of Article 9 of the Act above referred to. SECTION 18: BE IT FURTHER ORDAINED that the costs of the improvement, including engineering costs for planning, construction, supervision, court costs, attorneys' fees and the cost of spreading the assessment upon the property benefited as provided by law, and that the estimate of the cost of said improvement certified over the signature of the President of the Board of Local Improvements and the Public Works Director of the said City, as presented to and, approved by the Board of Local Improvements, is attached hereto.
