In the event it is determined by the Building Official that the past <br /> performance of an applicant under permits formerly issued has been such as to <br /> reasonably indicate said applicant is not likely to comply with the provisions <br /> of this Chapter if the permit applied for is issued, the Building Official may <br /> refuse to issue such permit and such refusal shall be accompanied by a written <br /> statement specifying his reasons therefore. Any person aggrieved by such refusal <br /> may appeal to the City Council to be heard regarding the same by filing a written <br /> request with the City Clerk within ten days from the date of refusal. <br /> 14. Any person, firm or corporation that violates any provision of this <br /> Chapter shall upon conviction be fined not less than $10.00 or more than <br /> $500.00 for each offense, and a separate offense shall be deemed to have been <br /> committed on each day during or on which a violation occurs or continues. <br />
