OF TH?: CITY OF DECATUR� ILLINOI�: , 1. This ordinance shall be knoc+m and may be cited as "The Building Code. " 2. The purpose of this ordinance is to provide for the safety, health and public welfare through structural strength and stapility, means of egress, adequate light and ventila�cion, and protection to life and property from fire and hazards incident to the. design, con- stYuction, alteration, xemoval or demolition of buildings and struc- tures, I 3. The provisions of this or dinance apply to the construction, alteration, repairs, equipment, us� and occupancy, Iocation and main- tenance of buildings ane� structures and to appurtenances such as vaults, areaways and street encroachments, hereafter erected and, where ex- pressly stated, to buildings and structures and equipment for the opera- tion thereof hereafter moved or demolishe d in the municipality. The provisions of this ordinance i�ased on occupancy also apply to conver- sions of existing builc�ings and structures or portions thereof from one occupancy classification to another. 4. Nothing in this ordinance shall be construed to preven� the enforcement of other laws or ordinances �+�hicr prescribe marE restr�c- tive limitations. 5. Nothing in this ordinance shall prohibit the raising or lo�ver- ing oF a building, or structure, to meet a change of grade in the street on which it is located, provided the building or structure is not otherwise altered. 6, It shall be unlawful to znaintain, occupy or use a buil�ing or structure, or part thereof, that has been erecte� or altered in vio- Iation of the provisions of this ordinance, ancl no building or structure shall be occupie d unless it is in a safe and habitable conciition as pre- scribed in this ordinance.
