Section 12. That for the purposes oi anticipating the <br /> collection of the second and succeeding installments provided Por <br /> in this ordinance, the City of Decatur, Illi.nois , may issue vouchers <br /> payable out of said installments bearing interest at the rate of six <br /> percent (6�) per annum payable when collected and sign�d by the Mayor <br /> and the City Clerk of sa id City under the corporate seal of the City <br /> of Decatur, Illi.nois, said vouchers to be issued in accordance with <br /> and in all respects shall confoYm to the provisions of Article 9, <br /> Chapter 24 of the Illi.nois Revised Statutes 1971 entitled "LOCAL IM- <br /> PROVEMENTS� „ <br /> Section 13. That the Lega1 Department of the City of Decatur, <br /> Illinois, be, and it is hereby, authorized and directed to file a peti- <br /> ti on in the Circuit Court o� Macon County, Illinois, in the name of the <br /> City of Decatur praying that steps be tal:en to ascertain the just com- <br /> pensation to be made for private nroperty to be taken or damac�ed for <br /> such improvement or the purposes specified in this ordinance and to <br /> ascertain what property will be benefited by �uch improvement and that <br /> an amount not in excess of such benefit be leviad against said propeXty <br /> for said improvement and against the municipality for the public benefit <br /> in accordance with the provisi ons of this ordinance and in the manner <br /> prescribed by law. <br /> Section 14.
