The recommendations of the Board of L ocal Im- <br /> provements, a copy of which has been received and placed on file <br /> by this Council, is incorporated herein by reference as if fully <br /> set forth herein and the same is hereby approved. <br /> Section 10. That said improveznent shall be made and a just <br /> compensation for aIl easements to be acquired shall be ascertained <br /> and the whole cost of said improvement including the just compensa- <br /> tion to be made fox private property taken or damaged, the same being <br /> $179,285.00 as shown on the �stiznate of Cost incorporated herein by <br /> reference and ma de a part hereof, shall be paid by special assessment <br /> levied against the contiguaus properties benefited and against the City <br /> o:� Decatur �or the public benefit to the extent that the same rnay be <br /> legally assessed in accordance �vith the provisions of Article 9, Chapter <br /> 24, of �he Illinois Revised Statutes 1971, entitled "LOCAL IMPROVEP�NTS. " <br /> Section 11.
