Rupp <br /> Mayor, City of Decatur <br /> Municipal Building <br /> Decatur, Illinois 62523 <br /> Dear Honorable Rupp: <br /> The State of Illinois, acting by and through its Department of <br /> Transportation, in cooperation with the City of Decatur, in order to <br /> insure the f ree flow of traffic and to insure the safety of the motor- <br /> ing public, proposes to improve Ramp L between South Shore Drive and <br /> FAP Route 2 in Decatur, by widening the existing ramp f rom 16 ft. to <br /> 24 ft., and the necessary modification of signals. <br /> In order to advance this improvement which is desired by the <br /> City and which will be immediately beneficial to the residents thereof, <br /> it is necessary that the City and State agree as to the responsibilities <br /> of each party. This letter and the acceptance thereof by the City <br /> shall constitute such an agreement. TMese responsibilities are as <br /> fol lows: <br /> 1. The State agrees to make the surveys, prepare plans and <br /> specifications� receive bids and award the contract, fur- <br /> nish engineering inspection during construction, and <br /> cause the improvement to be built in accordance with the <br /> plans, specifications, and contract and to pay all costs <br /> incident thereto. No additional rightrof-way acquisition <br /> is required. <br /> 2. Upon completion of the improvement and so long as the <br /> route is used as a State Highway, the State agrees to <br /> maintain, or cause to be maintained, the entire improve- <br /> ment except traffic signals. <br />
