4 , � L • r . t ORDINANCE NO.�j�� ORDINANCE AN�NDING CITY CODE TO PROVIDE FOR FAIR EMPIAY- N�NT PRACTICE WITH IN THE C ITY WHEREAS, denial of, or failure to encourage, equal employment opportunity because of race, color, sex, religion, national origin or ancestry with consequent failure to utilize the productive capacities of individuals to the fullest extent, deprives a portion of the popu- lation of the City of Decatur, Illinois, of earnings necessary to main- tain a reasonable standard of Iiving, thereby tending to cause resort to public charity and may cause conflicts and controversies resulting in grave injury to the public safety, health and w�elfare ; and WHEREAS, it is hereby declared to be the public policy of the City of Decatur, Illinois, without in any way precludin g any employer from selecting between persons of equal merit, ability, and capabili- ties, to encourage equal employment opportunity or apprenticeship op- portunity without discrimination because of race, color, religion, sex, national origin or ancestry and to concurrently protect employers, labor organi2ations and employme nt agencies frorn unfounded charges of discrimination. NOW THEREFORE, BB IT ORDAINED BY 7HE COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1: As used herein, unless a different meaning appear� clearly from the context, the following words or phrases shall have the meanings provided in this section: a. "Person" includes one or more individuals, labor or- gani2ationg, partnerships, associations, corporations, legal representatives, agents, mutual companies, joint stock com- panies, trusts, unincorporated organizations, public bodies, or public corporations including but not limited to the City of Decatur or any department or unit thereof. b. "Hire" means to engage or contract for, or attempt to engage or contract for the services of a ny person as an employee. c. "Employ" means to use or be entitled to the use and benefit of the services of a person as an employee.
