"Employer" includes any pe rson within the City <br /> of Decatur who hires or employs any employee, and any per- <br /> son wherever situated who hires or employs any employee <br /> whose services are to be partially or wholly performed in <br /> the City of Decatur, but the term "employer" shall not in- <br /> clude any person with respect to the hiring or employment <br /> of a household domestic servant or any religious corpora- <br /> tion, association or society with respect to the hiring or <br /> employment of individuals of a particular religion, when <br /> religion shall be a bona fide occupational qualification <br /> for employment, provided such selection is not based on <br /> race, color, sex, ancestry, or national origin. <br /> e. "Employee" includes any and all persons who perform <br /> services for any employer for compensation, whether in the <br /> form of wages, salary, commission, or otherwise . <br /> f. "Employment" means the state of being employed as <br /> an employee by an employer. <br />' g. "Employment Agency" means any person regularly <br />� undertaking, with or without compensation, to procure ern- <br /> ployees for an employer or to procure for employees oppor- <br /> tunities to work for an employer . <br /> h. "Labor Organization" includes any person, employ2e <br /> representation committee, or plan in which employees parti- <br /> cipate, and w�ich exists wholly or in part for the purpose <br /> of dealing with employers concerning grievances, labor dis- <br /> s r o dition <br /> utes wages rates of pay, hours or other term o c n <br /> P > > <br /> of employment and shall include without limitation any con- <br /> ference, general committee, joint board, or joint council. <br /> Section 2. It shall be a violation of the provisions hereof to <br /> discriminate or to commit an act of discrimination. Without limitation, <br /> the following are declared to be acts of discrimination: <br /> a. For an employer, because of race, color, creed, reli- <br /> gion, ancestYy, sex, or national origin, to fail or refuse to <br /> hire; to discharge an employee ; or to accord adverse, unlawful <br /> or unequal treatment to any person or employee with respect to <br /> application, hiring, training, apprenticeship, tenure, promo- <br /> tion, upgrading, com pensation, layoff, discharge, or any term <br /> or condition of employment. <br />
