For an employment agency, because of race, color, creed, <br /> religion, ancestry, sex, or national origin, to accord adverse, <br /> unlawful or unequal treatment to any person in connection with any <br /> application for employment, any referral, or any request for as- <br /> sistance in procurement of employees, or to accept any listing of <br /> employment on such a basis except where it is justified by a bona <br /> fide occupational qualification. <br /> c. For any labor organization, because of race, color, creed, <br /> religion, ancestry, sex, or national origin, to deny full and equal <br /> membership rights to an applicant for membership or to a member; to <br /> expel, suspend �r otherwise discipline a member; or to accord ad- <br /> verse, unlawful or unequal treatment to any person with respect to <br /> his hiring, apprenticeship, training, tenure, compensation, upgrad- <br /> ing, layoff or any term or condition of employment. <br /> d. For any person to compel or coerce any person to engage in <br /> any of the aforesaid acts declared to be acts of discrimination. <br /> Section 3. Wherever religious organizations or bodie s are exempt <br /> from any of the provisions hereof, such exemption shall apply only to reli- <br /> gious qualifications for employment or residence in church owned or opera- <br /> ted property, and such organi2ations shall not be exempt from any provisions <br /> hereof relating to discrimination based upon ,�ace, color, ancestry, sex, or <br /> national origin. <br /> Section 4. Nothing herein shall preclude an employer from hiring or <br /> selecting between persons for (1) any reason except for the acts of discrim- <br /> ination prohibited hereby, or (2) a bona fide occupational qualification. <br /> Section 5. No matter shall be heard or complaint issued pursuant <br /> hereto if the matter has been previously considered by the State of Illinois <br /> Fair fimployment Practices Commission or the Federal Equal Employme nt Oppor- <br /> tunity Commission as a matter within their jurisdiction. <br /> Section 6. The provisions hereof shall be liberally construed accord- <br /> ing to the fair import of the terms therein contained to further the purposes <br /> and policy expressed. <br /> Section 7. Nothing herein shall be deemed to repeal, release or re- <br /> strict the existing powers of the Advisory Commission on Human Relations to <br /> work through conciliation, discussion and education to eliminate discrimina- <br /> tion in employment and all other matters. <br /> Section 8. Any person who discriminates or who commits any act of <br /> discrimination as provided herein is guilty of a violation hereof, and upon <br /> conviction shall be punished by a fine of not to exceed Five Hundred Dollars <br /> ($500.00) for each offense. <br />
