Item Coversheet Page 1 of 1 <br /> � <br /> Water Management <br /> DATE: 10/6/2016 <br /> MEMO: 2016-16 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager ' <br /> Keith Alexander,Director of Water Management <br /> SUBJECT: Macon County Soil&Water Conservation District Lake Decatur Watershed Conservation Services Agreement � <br /> Addendum ' <br /> SUMMARY RECOMMENDATION: I <br /> City Council adopt the attached Resolution authorizing Macon County Soil&Water Conservation District Lake Decatur <br /> Watershed Conservation Services Agreement Addendum at a cost not to exceed$32,400. <br /> BACKGROUND: <br /> In December 2015 the City Council authorized a Lake Decatur Watershed Conservation Services Agreement with the Macon <br /> County Soil&Water Conservation District(District)commencing January 1,2016 and ending December 31,2017. The City and <br /> District have entered into similar agreements for over 20 years. <br /> Per these agreements,one important service that the District provides the City is to apply for Illinois Environmental Protection <br /> Agency(IEPA)water pollution control grants. The District and City have been very successful over the years in obtaining these <br /> grants. Earlier this year,IEPA staff recommended that the 2008 Lower Part of the Sangamon River Watershed Plan Stream <br /> Inventory(Inventory)be updated to current IEPA standards to enhance and strengthen the District's future grant applications. <br /> The District recommends that the highly experienced and highly referenced firm of Midwest Streams,Inc.perform the Inventory <br /> update. These services were not anticipated last year when the City-District agreement was negotiated and authorized. Therefore, <br /> the proposed Agreement Addendum would provide funds for the District to hire Midwest Streams,Inc.at a cost not to exceed <br /> $32,400. <br /> It is recommended that the City fund the Inventory update since the study area is entirely in a major portion of the Lake Decatur <br /> Watershed. See attached map for location.
