_ , ,. , , � ' 4 tive work which does not conform with the requirements of this ordinance, and of any other violation of said provisions in connection with such work, which notice shall be in writing and shall state the nature of the fault or defect and that which is necessary to correct the same and shall designate a reasonable time to be fixed by the Inspection Division within which correction thereof is to be made. If such defect, fault or viola- tion is not corrected within the time designated by the Inspection Division and said plumbing system is connected to the City water supply system, the Inspector shall inform the City Council thereof in writing and may request that such system be disconnected and shut off from said water supply in ad- diti�on to any other remedy or penalty as may be provided in this ordinance. If such plumbing system is not connected to the city water supply system, such connection shall be prohibited until such time as the defect, fault or violation is corrected. Section 16. Where a public sewer is accessible in a street, alley, easement or other public way, the wastes from any plumbing system in said building shall be discharged into the public sewer and no cesspool, septic tank or other sewage tank or privy shall be constructed or maintained on property from which a public se wer is accessible. No pipe, conduit, out- fall, sewer or drain shall be connected with any existing sewer of the City or any existing sewer under the jurisdiction or control of the City except in compliance with Chapter 68 of the City Code of the City of Decatur, Illinois, entitled "Sewer Connections, r' Section 17. Whenever a buildin g sewer is to be connected to a public sew�er a tapping permit shall be obtained and notice shall be given to the Inspection Division of the time and place the work is to be done . All con- nections with any public sewer 12 inches or smaller in diameter shall be made by means of Y to T branches provided in such sewer for such purpose, and where such branch has not been provided, the connection shall be made by using a tapping saddle. Connections with a se wer larger than 12 inches in diameter, except as may be permitted by the Inspection Division and with en inspector present during the course of the work, shall be made by placing a Y fitting in the main sewer by carefully removing a section of the sewer pipe in such manner as not to break, disturb or injure adjacent sections of pipe and by inserting without breaking or chipping the pipe branch the Y fit- ting if possible. Where it is not possible to insert the Y without chipping or breaking, the upper one-half of the bell on the run of the Y branch and the bell remaining on the main pipe facing the opening shall be carefully removed and the Y branch inserted wrong side up then revolved to bring the branch to the intended side with the broken part of the bell up. Whereafter the joint shall be cemented and the broken parts of the bells w�ell rounded over with cement mortar. Section 18. Where a public se wer is not accessible, liquid wastes shall be discharged into a septic tank with a tile field each of which is constructed and maintained in reasonable and proper working order in accord- ance with and as provided by the provisions of Circular No. 4.002 of the State of Illinois Departme nt of Public Health entitled "Se wage Systems for
