Sxcept as otherwise provided herein, connection charges upon xe- ceipt shall be deposited by the City Treasurer in the Sewer Extension and Improvement Fund which is here by created, which fund shall, unless othe r- wise ordered by the Council, be used only to pay or contribute toward, the costs of extending and improving the sanitary sewer system of the City. 7. Upon recommendation of the Director, the Council may from time to time conlract with others with regard to the extens ion of the sewer system, and may provide for the distribution, among those contributing to the cost of construction of a particular extension, of connection char ges collected for connections to such extension upon such basis and in suc h proportions or amounts as the Council ma direct Y • 8. Any person, f irm or corporati�n that violates any provision of this Chapter shall, upon conviction be fined not less than $25.00 0� more than $500.00 for each offense. 9. In addition to any other remedy that may be provided other wise, the pxovisions of this chapter may be enforced in any appropriate act ion, by in- junction or otherwise, and any connection made in violation of the provisions of this chapter or any other applicable ordinance, rule or regulation of the City may be terminated and the cost of termination, along with the cost of cor- recting said connection so that the same complies with said provisions, may be recovered from the person or persons who caused such connection so to be made .
