� � . <br /> .1 • <br />� . . . • <br /> WZ�iER +' S it is deemed advisable and necessary and for the <br /> best interests of the City of Decatur that such purchase of library <br /> facilities for the City, as hereinabove referred to, be made; and <br /> WHEREAS the Council of said City has heretofore estimated <br /> and does hereby estimate that the total cost of purchasing said site <br /> and building to be used as a free public library, as above referred <br /> to and described, will be not less than Seven Hundred Ninety-five <br /> Thousand Dollars ($795,000); and <br /> WHEREAS sufficient funds are not available for the purpose <br /> of paying the cost of purchasing said site and building to be used <br /> as a free public library, as hereinabove referred to and described, <br /> and it will therefore be necessary to borrow money and in evidence <br /> thereof issue bonds of said City for the purpose of paying the cost <br /> thereof; and <br /> WHEREAS the CQuncil of the City of Decatur, Macon County, <br /> Illinois, did by an ordinance adopted on March 22, 1971, call a <br /> special election to beh eld in and for said City on April 20, 1971, <br /> for the purpose of submitting to the electors of said City the <br /> following question: <br /> Shall bonds in the amount of $795,000 be issued <br /> by the City of Decatur, Macon County, Illinois, <br /> for the purpose of payin� the cost of purchasing <br /> the site and building located at 2�-7 East North <br /> Street, Decatur, Illinois, to be used as a free <br /> public library, said bonds to bear interest at the <br /> rate of not to exceed seven per cent (7�) per <br /> annum? <br /> and <br /> WHEREAS the Council of said City did cause to be given <br /> proper notice of said election by publishing notice thereof once <br /> in the Decatur Daily Review, the same being a newspaper published <br /> in and having a gener�l circulation within said City, said publica- <br /> tion of said notice being made not more than thirty (30) nor less <br /> -2- <br />
