5503 PROVIDING FOR BORROWING MONEY AND ISSUING BONDS OF THE CITY OF DECATUR, MACON COUNTY, ILLINOIS TO THE AMOUNT OF $795,000 FOR PUBLIC LIBRARY PURPOSES

� � . .1 • � . . . • WZ�iER +' S it is deemed advisable and necessary and for the best interests of the City of Decatur that such purchase of library facilities for the City, as hereinabove referred to, be made; and WHEREAS the Council of said City has heretofore estimated and does hereby estimate that the total cost of purchasing said site and building to be used as a free public library, as above referred to and described, will be not less than Seven Hundred Ninety-five Thousand Dollars ($795,000); and WHEREAS sufficient funds are not available for the purpose of paying the cost of purchasing said site and building to be used as a free public library, as hereinabove referred to and described, and it will therefore be necessary to borrow money and in evidence thereof issue bonds of said City for the purpose of paying the cost thereof; and WHEREAS the CQuncil of the City of Decatur, Macon County, Illinois, did by an ordinance adopted on March 22, 1971, call a special election to beh eld in and for said City on April 20, 1971, for the purpose of submitting to the electors of said City the following question: Shall bonds in the amount of $795,000 be issued by the City of Decatur, Macon County, Illinois, for the purpose of payin� the cost of purchasing the site and building located at 2�-7 East North Street, Decatur, Illinois, to be used as a free public library, said bonds to bear interest at the rate of not to exceed seven per cent (7�) per annum? and WHEREAS the Council of said City did cause to be given proper notice of said election by publishing notice thereof once in the Decatur Daily Review, the same being a newspaper published in and having a gener�l circulation within said City, said publica- tion of said notice being made not more than thirty (30) nor less -2-
