.: ' .' <br /> WHEREAS it is deemed advisable and necessary and for the <br /> best interests of the City of Decatur that said site and building <br /> to be used as a free public library be purchased; and <br /> WHEREAS funds are not available for the purpose of payin� <br /> the cost thereof, as hereinabove referred to and described, and it <br /> will therefore be necessary to borrow money and , in evidence thereof, <br /> i.ssue bonds of said City for the purpose of paying such costs thereof; <br /> and <br /> WHEREAS before bonds of the said City can be issued for <br /> the purpose of paying the cost of purchasing said site and building <br /> to be used as a free public library, as above referred to, the <br /> question of issuing said bonds must be submit ted to the electors <br /> of said City and be approved by a majority of the electors voting <br /> on said question at an election called for tha_t purpose : <br /> NOW, THEREFORE, Be It Ordained by the Council of the City <br /> of Decatur, Macon County, Illinois, as follows ; <br /> Section 1. That it is hereby determined that it is for <br /> the best interests of the City of Decatur to purchase the site and <br /> building located at 2�7 East North Street, Decatur, Illinois, to be <br /> used as a free public library, all as hereinabove described in the <br /> preamble hexeof, and for the purpose of paying the cost thereof, as <br /> hereinabove described, it will be necessary that the City borrow <br /> money and in evidence thereof issue the bonds of said City . <br /> Section 2. That there be borrowed by, for and on behalf <br /> of said City the sum of $?95,000 for the purpose of paying the cost I <br /> of purchasing said site and building to be used as a free public <br /> library, all as hereinabove described in the preamble hereof, a.nd <br /> that to evidence said loan negotiable bonds of said City be issued <br /> and that said bonds be designated "public I,ibrary Bonds" and that <br /> -2- <br />
