That there is hereby established within the <br /> City of Decatur, Illinois, a pedestrian mall maintenance distr�ct, <br /> designated as LANDMARK MALL MAINTENANCE DISTRICT, which said <br /> district shall include all parts of the city of Decatur, Illinois, within the <br /> described boundary as set forth on "Exhibit A" attached heretc� and made <br /> a part hereof. <br /> SECTION 11. That said pedestrian mall maintenance district <br /> shall be governed and controLled by a board of commissioners, consisting <br /> of five members, at least three of whom shall be owners or lessees of <br /> property within said district, or their duly authorized agents, with said <br /> commissioners to be appointed by the Circuit Court of Macon �ounty, <br /> Illinois, as provided by law. <br /> SECTION 111. The Board of Commissioners appointed by <br /> said Circuit Court of Macon County, Illinois, shall receive no'I compensation <br /> for their services, and shall serve for a term of five, four, three, two and <br /> one year from the date of appointment, with the term of each member to be <br /> selected by lot at the first meeting of the board after appointrr�ent by said <br /> Court. <br /> SECTION 1V. At the first meeting of the Board of Commissioners <br /> after appointment by the Court, the said members shall appoimt from among <br /> their numbers one commissioner to act as Chairman. <br /> 5ECTION V.
