, . . '`' � ' - � , . (f) Any deficiencies in collection over the actual costs and expenses of the preceeding year. (g) The costs and expenses of management employees and facilities, of making and levying the assessments and letting and executing contracts, of necessary estimates, exarrlinations, advertisements and the like, including any court costs and fees, and for I reimbursement of the expenses incurred by the commissioners in � performing their duties hereunder. I, SECTION XI. The Board of Commissioners, appointed by the Court as aforesaid, shall have authority: (a) To issue vouchers in anticipation of the collection of the annual assessments, in payment for the costs and expenses of maintenance and operakion provided for hereunder' and such vouchers shall be payable from the annual assessments when Gollected and shall bear interest at a rate set by the Board, not to exceed 6% annually. (b) 'I'o borrow funds for working capital in anticipation of collections of annual assessments at a rate of interest not to exceed 6°jo annually. (c) To enter into agreements with the City of Decatur relative to the payment of that portion of the costs of maintenance and operation provided for herein, which reflects� +:he general public benefit derived from the protection and preser�ation of the pedestrian mall, and the Board shall have authority to accept the fair and reasonable value of service provided by the City of Decatur in full or partial satisfaction of the public benefit portion of said costs.
