The annual assessments collected by the Board of Commissioners, and any other funds in their hands shall be used by said Board in discharge of the actual costs and expenses provided for or incurred during the course of each year, and in the event there is any surplus remaining in the hands of the Board of Commissiqners at the end of any given year, the same shall be credited to the succeeding years' estimate . I SECTION X. The items of costs and expense which may be included by the Board of Commissioners in the estimate and for which an annual assessment may be levied hereunder are as follows: (a) The cost of repairs, upkeep and maintenance of any or all fixtures, equipment or facii.ities which comprise the pedestrian mall as originally made or any replacements thereof. (b) The cost of repairs, upkeep and maintenance of any common areas within the pedestrian mall as originally mad e. (c` The cost of any additions to or modifications of the improvement as originally made, any new or additional� fixtures, equipment, faci�ities or service which is or are determined to be essential to public health, safety or welfare and to the protection and preservation of the pedestrian mall and the operation thereof. (d) A reserve for contingency in the item of costs and expenses estimated, not to exceed 10% of the total of such costs for the year in question. (e1 A reserve to defray interest on funds borrowed or vouchers issued in anticipation of collection of annual installments .
