The annual assessments collected by the <br /> Board of Commissioners, and any other funds in their hands shall be <br /> used by said Board in discharge of the actual costs and expenses provided <br /> for or incurred during the course of each year, and in the event there is <br /> any surplus remaining in the hands of the Board of Commissiqners at the <br /> end of any given year, the same shall be credited to the succeeding years' <br /> estimate . I <br /> SECTION X. The items of costs and expense which may <br /> be included by the Board of Commissioners in the estimate and for which <br /> an annual assessment may be levied hereunder are as follows: <br /> (a) The cost of repairs, upkeep and <br /> maintenance of any or all fixtures, equipment or facii.ities which comprise <br /> the pedestrian mall as originally made or any replacements thereof. <br /> (b) The cost of repairs, upkeep and <br /> maintenance of any common areas within the pedestrian mall as originally <br /> mad e. <br /> (c` The cost of any additions to or modifications <br /> of the improvement as originally made, any new or additional� fixtures, <br /> equipment, faci�ities or service which is or are determined to be essential <br /> to public health, safety or welfare and to the protection and preservation <br /> of the pedestrian mall and the operation thereof. <br /> (d) A reserve for contingency in the item of <br /> costs and expenses estimated, not to exceed 10% of the total of such <br /> costs for the year in question. <br /> (e1 A reserve to defray interest on funds <br /> borrowed or vouchers issued in anticipation of collection of annual installments . <br />
