The charges for water furnished through services situated outside the corporate Iimits of the City of Decatur shall be tu�o times the char�es for water furnished services ruithin .the corporate limits for the same clas- � sification of service . 14. The LLater Department, upon such schedule as shall be determined by the Director thereo�, shall cause each water meter to be read regularly each classificatio n pericd applicaole to each meter and shalZ pro�nptly re- turn such readings to the Department of Finance. The Department of Finance shall compute the appropriate charges for water furnished in accordance with this ordinance and snall bill for the same . The water bill shall set forth the period during which tne cha rges shown thereon accrued, the amount of the service charge, the amount of the water Furnishecl charge, the amount of water furnished, the due date of payment and the charge, including penalty if any, foY Iaek of payment on or before said due date an� any other charges connected with such service including the amou�t and the reason for the same . I5. In the event a meter is not accessible to be read at the time usually scheduled for such reading so that the same is not then read charges may be based on an amo�.�nt oP tivater estimated to have been furnished through said meter. Not more than t�vo consecutive bills baseci on estimates shall be pernitted. A fee of $2.00 s1iall be charged for a special reae�ing requestec; to be made d�.�ring regular depar�mencal working hcurs and a fee of $5.00 for a special readino requested to be made dur- ing a time other tnan regular departmental workin� hours. Failure to cause th� requi.red reading to be tinely made shall be a delinquency and shall result in the same penalty ancl admit of the same notice and consequences as late payment as else�vhere provid�d herein . 16. Each meter in each service shall be read at least once annualZy by Water Department employees. After three consecu�ive bills reflecting char�es based upon the reading of a meter' by other than 6�;ater Departr�ent employees it shall be the duty of the owner or� person in possession of the prenises v;ierei7 such meter is located to arrange for a special reading of said meter by a depart- mental employee for the first period next succeeding t,ie third of such bills, unless said meter u,ill be accessible to be read by sazd departmental employee �t the time usually scheduled for the reading thereo�. The special reading fee pro- vided else�vhere in this ordinance shall be cnarg�d. The Water Department shall furnish and install upon request of -the o�vner of a water meter a remote reading device at a cost of $15.00 to Ue paid �y said o�vner at the time o'f installation, or at the cost of $4.00 per quarter� fo= four � successive quarter years added to the bill relating to the service containin� said meter .
