The failure to receive a bill for charges for any parti- cular period or p�riods shall not affect liability to pay such charges wfien �• due or excuse the accrual of penalty for dElinquent or non-payment. I9. Charges for water furnished from the water system of the City S.hall be due and payable on or before the 28th day follo�+ring the day on �ahicn the same are bill.ed. Water charges paid after said 28tiz day shall have added thereto a late payment charge of So of said charg�s. On the next busin�ss day after the due date aforesaid, the Finance Departr�ent shall cause a delinquen- cy notice to be sent or given the person or entity named upon any past due bill. Such delinquent notice shall set out that water service which is the subject of such delinquency shaZl be shut off on the lOth day after the date of said notice unless payment of aIl delinquent charges and penalties is nade b2fore said lOth day. Delinquent charges for furnishing water, and delinquent other charges re- lating to any water service, shall be a lie n upon the preMises served. 20. Un].ess alI charges for water furnisned and any other charces in connec- tion with a water service are paid when due, or within 10 clays aftez the date of a delinquency notic2, the 6dater D�partment shall cause such service to be shut off and tivater shall not be furnished by such service until such time as any and all such c'r.ar�2s and penalties are fully paid. In adclit;on to such charges a fee for restoring �he iurnishing of water in such service shall be paid in ad- vance which said f�e shall be $5.00 if restoxation of service is requested �o be made during the reu`ular �cozking hours of tlie 6t]ater Department or $7.50 if such restoration of service is requested to be made at hours other than reaular de- partmental working hours . _ 21. Water may � furnished other than throu�h a �vater service as pro��ided in this code only at a City treatment plant. The charye for such �a�ater shall be $0.30 for each 100 ga?lons or fraction thereof. The charge sliall b� paid in advance at the office of tne City Treasurer and the ccater deliverec� to the pur- chaser tnexeoF at the treatr.:ent plant upon receipt thereat of such receipt, ticket or other evidence of payment issued by said City Treasurer. 22. No person shall connect �or cause the connec�ion of a �vater service to the water systEm of the City except as provided by the City Code . No person shall restore water service from the �vater system of the City after such service has been turned off by the Water I?�paxtrent r�itraut first obtaining a perrnit in writing r"rom the t�later Department so to do. �fo person shall resell �vater fur- - nished throuch a water service from the water system of the City except upon con- tract in �vxiting approved by the City Council . Any pe rson, firm or corporation ' who shall violate any provision of this section shall be guilty of a misdemeanor and shall, upon conviction thereof, be fined not less than $25.00 nor more than $500.00 and each day upon i�iich a continuing viol�tion occurrs shall be vie��.�d as a separate offense. In addition thereto any person, firm or corporation con- victed of a violation of this section, or found to be in violation oF any of the other provisio ns of this chanter may, by such violation, be deemed to nave for- , feited the privilege or right, as tl-�e case rnay be, oi being furnished �vater from the water systen of the City, and any and all water services of such person ma� be shut off or disconnected from said �eater syster.
