Item Coversheet Page 1 of 1 <br /> � <br /> Mass Transit <br /> DATE: 9/2/2016 <br /> MEMO: 05075-1 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br />, John Williams,Mass Transit Administrator <br /> SUBJECT: Approval of agreement and addendum to MV Transportation contract for the purpose of rental fees,installation, <br /> support and other related service for Trapeze scheduling and dispatching software. <br /> SUMMARY RECOMMENDATION: Recommend approval. <br />' BACKGROUND: During assessment of the current operations of Decatur Public Transit System,ADA Paratransit program,it <br /> was determined that the service is being operated inefficiently.There are also accountability issues that exist,due to the way we <br /> presently do business and operate.Presently,Decatur Public Transit schedules passengers trips manually.Part of the service is also <br /> contracted out,where scheduling is provided by the contractors.As a result of the passenger trips being scheduled manually,DPTS <br /> is not providing the maximum amount of service that can be scheduled to one vehicle per day.Presently each operator assigned to <br /> a vehicle is averaging around eight trips daily.By optimizing the trips through an automated scheduling engine,DPTS daily <br /> passenger trip count for each vehicle should increase to 18 to 20 passenger trips per day.Our contractars are paid on a per <br /> trip/mileage basis;they also retain all of the fares and/or reimbursed the fare cost for tickets or monthly passes.The scheduling and <br /> dispatching software will allow DPTS to increase productivity(number of passenger trips),decrease operating costs and retain a <br /> significant amount of the fare revenue.Also,the scheduling software will give DPTS more internal control and accountability of <br /> the scheduling functions.Having the scheduling software will also allow DPTS to better monitor Federal compliance through <br /> improved reporting mechanisms.DPTS presently has the purchasing of scheduling and dispatching software in the Transportation <br /> Improvement Plan. <br /> PRIOR COUNCIL ACTION: N/A <br /> POTENTTAL OBJECTIONS: None <br /> STAFF REFERENCE: John Williams and Jerome Parker <br /> BUDGET/TIME IMPLICATIONS: No implications to budget,other than operational savings.Prompt approval <br /> avoids potential extended time for implementation an training,as well as possible increases in fees associated with rental. <br /> ATTACHMENTS: <br /> Description Type <br /> Resolution Rcs��lutiun Lrttcr <br /> Amendment to MV Transportation Contract l3acl.u�� �tatcri,il <br /> Transit Improvement Program 13acl,u�� �lat�rial <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=809 10/3/2016 <br />
