City Project 2016-10 SUMMARY RECOMMENDATION City Council approve the attached Resolution authorizing Change Order#1 to the 2016 Water Main Replacement Project Lake Ridge Addition Contract with Burdick Plumbing& Heating Company, Inc., City Project 2016-10. Change Order#1 does not affect the contract price. It provides 180 extra days for Burdick Plumbing & Heating to perform project wrap up tasks such as final soil grading, grass shaping, seeding, asphalt and concrete work in the spring of 2017. PRIOR COUNCIL ACTION On July 18, 2016 the City Council approved Resolution R2016-94 authorizing a contract between the City of Decatur and Burdick Plumbing & Heating Company, Inc. (Burdick) to replace approximately 7,000 feet of water main in the Lake Ridge Addition west of the Decatur Airport in the amount of$1,362,984 with a completion date of November 18, 2016. BACKGROUND The Water Management Department proactively replaces water mains in areas that historically have numerous breaks or water quality challenges due to interior corrosion of old water mains. They are replaced according to City of Decatur, Illinois Environmental Protection Agency and Illinois Department of Transportation (IDOT) specifications. IDOT has established the optimum periods for the application of grass seed from April 1 through June 15 and August 1 through November 1 annually for our climate zone. The change order will allow site restoration to be delayed in order to meet the recommended seeding periods. The seeding periods are beyond the control of Burdick so Burdick has requested that 180 additional days be added to the contract. The new contract completion date will be May 17, 2017.
