Marley, P.E., Public Works Director <br /> SUBJECT: Resolution to Approve a Professional Services Agreement with ADS <br /> Environmental Services for the 2017 Target Area Flow Monitoring Services <br /> City Project 2017-01 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign, and the City Clerk to attest, a Professional Services Agreement between the City of Decatur <br /> and ADS Environmental Services (ADS) to provide professional services for the 2017 Target Area <br /> Flow Monitoring Services for a fee of$373,116,plus a contingency amount of$89,828.28 for a <br /> total not to exceed fee of$462,944.28. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for Prior Council Action <br /> BACKGROUND: <br /> The City of Decatur and USEPA entered into an Administrative Consent Order(ACO) on October <br /> 22, 2015. The ACO major requirements are to provide the following: <br /> 1. A Capacity Management, Operations, and Maintenance (CMOM)program. The CMOM <br /> program provides a comprehensive review of the City's sewer collection system asset, <br /> including system management, maintenance, and capital improvement funding. <br /> 2. A Sewer System Alternatives Analysis (SSAA) for areas in the City identified as <br /> experiencing sanitary sewer overflows (SSOs) and sewer back-ups during storm events. The <br /> analysis focuses on efforts to eliminate storm water from entering into the separate sanitary <br /> sewer system and to better manage storm water entering the combined sewer system. <br /> The Administrative Consent Order requires that the work identified within the CMOM and SCSAA <br /> be completed by December 31,2018. The flow monitoring is identified within the SCSAA and <br /> CMOM and is required to be completed by December 31, 2018 to meet the ACO deadline. <br /> — 1 — <br />
