State Motor Fuel Tax funds cannot be used on parking garages that have reserved spaces such as <br /> Garage C, or that are not open to the general public (Garage B is leased to ADM). There is currently <br /> no identified funding for the ongoing maintenance and improvement of the City's parking garages <br /> that will be required within the next 5 years. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised Wednesday, February 15, 2017 and bids were opened on Wednesday, March 8, 2017. The <br /> project was advertised with 11 alternate bid items to assure that all of the allocated funds were used. <br /> In addition to the base bids, the priority alternates B2 (beam and ceiling repairs in Garage B) and C4 <br /> (cleaning and painting steel beams in Garage C) were selected in order to use the available funding. <br /> If it appears that additional funds remain at the end of the project, additional work may be authorized. <br /> The additional work identified in the unused alternates constitutes an additional $164,300 worth of <br /> repair work that will go uncompleted due to a lack of funding. <br /> The results for the letting showing the base bids and alternates B2 and C4 are as follows: <br /> Bid Price: Base Bids Compared to <br /> Bidder + Engineer's Est. <br /> Alternates B2+C4 Over(-Under) <br /> Browning Chapman,LLC $337,749.00 (7.11%) <br /> Western Specialty Contractors $393,427.00 8.20% <br /> Golf Acquisition Group, LLC $452,075.00 24.33% <br /> Tarlton Corporation $563,550.00 54.98% <br /> Engineer's Estimate $363,619.15 ----- <br /> Twelve contractors took out bid packets for the Parking Garages B and C Improvements Project and <br /> four contractors turned in proposals for the project. Browning Chapman, LLC provided the lowest, <br /> qualified bid at 7.11%below the engineer's estimate. Browning Chapman is a structural repair <br /> contractor located in Indianapolis, Indiana. They have not completed work for the City in the past. <br /> The project engineer, Carl Walker&Associates,has checked references for Browning Chapman and <br /> recommends that they be awarded the contract for the parking garage work. <br /> The Parking Garage Improvement Project will adhere to the prevailing wage requirements of the <br /> State of Illinois. Staff recommends that the City Council approve a contract with Browning <br /> Chapman, LLC, to perform the project. <br /> Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority <br /> Participation Goals for Public Works Contracts." <br /> Contractors for City projects shall make a good faith effort to comply with the following minimum <br /> goals: <br /> 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority <br /> Business Enterprises if subcontracting opportunities are available; and, <br /> 2. Eighteen(18)percent of the total hours worked should be performed by minority workers. <br /> — 3 — <br />
