In December 2014, an inspection of Parking Garage C by City staff noted severe deterioration in <br /> several structural steel members. Structural engineers with Chastain and Associates, LLC reviewed <br /> the deterioration and recommended repairs at two locations. Photographs of the damage and repair <br /> are included in Appendix A, see photographs 1 - 3. Chastain also recommended that a thorough <br /> structural review be conducted in the parking garages. <br /> In July 2015,the Public Works Department retained the services of Carl Walker Inc., a well known <br /> and highly respected national engineering firm specializing in parking garage construction and <br /> restoration. Carl Walker was originally retained by the City in 2009 to complete a condition <br /> assessment of Parking Garages B and C and they then designed improvements to the parking garages <br /> that were completed in 2012. <br /> Carl Walker completed a Parking Garage Condition Assessment Report for Garages B and C in <br /> October, 2015. This information has been provided previously to the City Council. The report noted <br /> 5 beam ends that required immediate shoring which was completed by Pubic Works personnel (see <br /> photographs 4 and 5). The 2015 report recommended that$300,000 in repairs be made to the parking <br /> garages in 2016. The bids in 2016 were significantly higher than expected and were allowed to <br /> expire due to a lack of available funding. The recommended improvement table (Table 1 below) <br /> originally prepared by Carl Walker in 2015 has been updated with current dates and more accurate <br /> project estimates: <br /> Table 1 <br /> Recommended Phased Repairs <br /> Description 2017 2018-2020 2021-2023 <br /> Garage B: Estimated Project Totals (2017 $319,000 $999,000 $822,600 <br /> Dollars) <br /> Garage C: Estimated Project Totals (2017 $266,200 $527,000 $442,800 <br /> Dollars) <br /> Totals $585,200 $1,526,000 $1,265,400 <br /> The proposal for the 2017 parking garage improvement work includes full depth floor repairs,beam <br /> and joist repairs, structural steel repairs, and cleaning and painting of rusted steel. Future repairs are <br /> focused on repairing brick walls, recoating the decks with waterproof membrane to keep water from <br /> further deteriorating the concrete and steel of the structure along with additional floor and beam <br /> repairs. <br /> As noted on Table 1, significant investment is required in the City's parking structures in order to <br /> manage ongoing structural deterioration. <br /> No Future Funding Allocation <br /> To assure the long term health of the City's parking garages, it is important that ongoing maintenance <br /> needs are funded in a timely manner. Parking garages suffer from the same deterioration forces as <br /> those acting on pavements and bridges. During the winter, road salt is carried into the garages by <br /> cars and soaks into the decks causing increased steel corrosion and concrete deterioration. <br /> — 2 — <br />
