E.,Public Works Director <br /> SUBJECT: Resolution Accepting Bid and Authorizing the Execution of a Contract with <br /> Entler Excavating Company,Inc.,to perform the Nelson Park Neighborhood <br /> Combined Sewer Separation Project, <br /> City Project 2012-22,IEPA Loan No.L17-5315 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve,that the Mayor be authorized to execute, <br /> and the City Clerk to attest to the attached resolution to approve a contract with Entler Excavating <br /> Company, Inc., as the lowest, responsible bidder, in the amount of$3,503,727.83,to perform the <br /> Nelson Park Neighborhood Combined Sewer Separation Project, contingent on IEPA approval. The <br /> Resolution also authorizes an additional expenditure of up to $103,300.63, which is the amount the <br /> IEPA recommends for project contingencies, for a total authorized expenditure of$3,607,028.46 <br /> from the IEPA Water Pollution Control Loan Program for the Nelson Park Neighborhood Combined <br /> Sewer Separation Project. After the contract is awarded by the City Council a"Notice of Intent to <br /> Award"will be signed by the City Manager and forwarded with loan documents to the IEPA. <br /> PRIOR COUNCIL ACTION: <br /> May 7,2012—City Council approved Resolution 82012-102, authorizing an agreement with <br /> BWC to begin the preliminary design for the Nelson Park Neighborhood Storm Sewer Design <br /> project for a fee not to exceed $80,513. <br /> November 16,2015—City Council approved Resolution R2015-127, authorizing an agreement <br /> with BWC to begin the final design for the Nelson Park Neighborhood Storm Sewer Design <br /> project for a fee not to exceed$147,000. <br /> January 17,2017—City Council approved Ordinance 2017-01, authorizing the City of Decatur of <br /> Macon County, Illinois to borrow funds from the Water Pollution Control Revolving Loan Fund to <br /> improve the sewerage system including the separation of the Nelson Park Neighborhood <br /> Combined Sewers, L17-5315. The estimated cost of construction and installation of the project <br /> including engineering, legal, financial and other related expenses is $4,844,000. <br /> January 17,2017—City Council approved Resolution R2017-02, authorizing an agreement with <br /> BWC for professional construction engineer resident inspection services for the Nelson Park <br /> Neighborhood Storm Sewer Separation Project for a fee not to exceed$318,985. <br /> — 1 — <br />
