STORM DRAINAGE PRIORITIES: The 2009 Stormwater Master Plan addresses three main topics: 1. Stormwater Problem Area Prioritization 2. Regulation, Standards, and Policies 3. Stormwater Expenditures and Funding Mechanisms In April, 2014,the City Council approved a Stormwater Utility to provide a dedicated funding source to improve known drainage problems and to improve maintenance on existing stormwater facilities. The Nelson Park Neighborhood Combined Sewer Separation Project addresses item 1 above by targeting the Nelson Park Neighborhood's ongoing storm drainage problems which were identified as the #2 storm water mitigation priority in the City's stormwater master plan. The project is the first master plan project to be constructed with stormwater utility funds. The project will also separate sanitary sewage from storm water drainage. Separating the two types of sewer flow will reduce basement backups and combined sewer overflows into the Sangamon River. Project Letting The project contract documents were prepared by Blank, Wesselink, Cook&Associates, Inc. (BWC). The project includes the installation of approximately 12,000 lineal feet of storm sewer ranging in size from 12"to 48", associated manholes and inlets, street reconstruction and repair, site restoration and all other miscellaneous work for the new storm sewer system. The project was advertised on February 15, 2017, a pre-bid meeting was held on March 2,2017, and bids were opened on March 30, 2017. The results of the letting are as follows (bid tabulation attached): Compared to Engineer's Estimate Bidder Bid Price Over(-Under) Entler Excavating Company, Inc. $3,503,727.83 (15.41%) Otto Baum Company, Inc. $3,826,059.11 (7.63%) Freesen A Division of United Contractors $3,980,072.72 (3.91%) Midwest Engineer's Estimate $4,142,032.50 ---------- Entler Excavating Company, Inc.,provided the lowest responsible bid for the proposed work. Entler Excavating has completed several sewer projects for the City, including the Miscellaneous Sanitary and Storm Sewer Improvement Projects for the previous two years. BWC has investigated their work record and has provided a recommendation, (attached), stating that Entler Excavating Company, Inc. is able to complete the work as specified. Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority Participation Goals for Public Works Contracts." Contractors for City projects shall make a good faith effort to comply with the following minimum goals: 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority Business Enterprises if subcontracting opportunities are available; and, 2. Eighteen (18)percent of the total hours worked should be performed by minority workers. — 2 —
