Public Works Memorandum
NO. 2017-29
DATE: April 10,2017
TO: Honorable Mayor Moore Wolfe and City Council
FROM: Tim Gleason,City Manager
Richard G. Marley,P.E.,Public Works Director
SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with
Dunn Company for Annual Street Restoration Project,
City Project 2017-08, Section No. 17-00708-00-FP
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the resolution awarding the contract for the
Annual Street Restoration(Mill and Overlay)Project, City Project 2017-08,to Tyrolt, Inc. d/b/a
Dunn Company, as the lowest, responsible bidder in the amount of$710,000.00, and that the Mayor
be authorized to execute the contract and the City Clerk to attest. The resolution represents an
expenditure of$678,694.07as the low bid plus $31,305.93 for project contingencies.
PRIOR COUNCIL ACTION:
March 20,2017—Council approved Resolution R2017-33 appropriating $750,000 of Motor Fuel
Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of the
Illinois Highway Code.
BACKGROUND:
Streets Inspected Annually
The Engineering Division inspects and rates approximately 1/2 of the City's streets on a yearly
basis. The results of these inspections are input into a computer database which is used to project
the future condition of the streets based on their current and historical condition, and surface type
(i.e. brick, concrete, asphalt, etc.). This data is then paired with available funding and is used as a
basis to aid City Engineering in the preparation of the City's yearly street improvement program.
Staff then determines what type of improvement would be appropriate for each street.
Project Description
The 2017 project will perform mill and overlay work on portions of Mound Road. In total, 5.46
lane miles of the City's 825 total lane miles will be rehabilitated as part of this project.
Crack sealing will also be performed as part of this project to help preserve streets and extend their
lifespan.
The proposed street list for Street Restoration is as follows (see attached location maps):
1
